Charles joined Enterprise Chambers in 1992. His practice is almost entirely within the fields of:
commercial property law (landlord and tenant, covenants affecting land, development agreements, compulsory purchase and compensation, contaminated land and planning) and
environmental law (disputes relating to water resources and supply, statutory charging and licensing schemes, waste, sewage and effluent disposal, land restoration and aftercare, contaminated land, statutory nuisances, environmental prosecution and defence work).
Charles was a founder member of the Northumbria Branch of the Chartered Institute of Arbitrators and has served on the Council of that Institute, of which he is a Fellow. As Treasury Counsel he regularly represents government bodies, in particular the Environment Agency and HM Revenue & Customs, at courts, inquiries and tribunals. He also acts for numerous local authorities and commercial clients. Major recent cases include an appeal by an owner of contaminated land against a local authority remediation notice and ongoing representation of the Environment Agency in numerous water industry test cases concerning the UK implementation of the Dangerous Substances Directive, the Urban Waste Water Treatment Directive and the Bathing Water Directive.
He is a regular lecturer to other professionals on topics of commercial property and arbitration law.
